The folder structure must exist till ....\data\ part i.e. just above the file leaf level.
Try creating a test notepad file to see if you get any permissions issue.
(Unix we use touch command to test file creation )
If you are able to create a notepad file then it is not a permissions issue.
You can also try creating empty file ahead of disk init and see if that helps.
